The lately_macos_release target went through the whole lane on CI in run
17168 (build 138): built, Developer ID signed, DMG packaged and strictly
verified, published, and picked up by the Sparkle upload. Flip the gate's
default so full releases carry Lately for macOS again; the input stays for
opting out.
